The mandate

Every basket is born with a mandate: its constitution, fixed at creation and shown to every depositor in plain language:

• Universe: which assets it may hold (from the canonical Robinhood Chain token list only).
• Concentration: maximum weight per position, minimum position count, minimum cash floor.
• Tempo: how often it may rebalance, and how much turnover per day.
• Execution: maximum deviation from the independent market price on any trade.
• Never: leverage, shorting, assets outside the universe, transfers to anyone.

In v1, mandates are immutable: what a depositor reads on day one is true forever. (Mandate amendments with advance notice and a depositor exit window are planned; until that machinery ships, permanence is the stronger promise.)
